What do you do when you see a traffic light out?

Traffic lights and blackouts

Three summers in a row with major blackouts.  Yes, trees and wires don’t mix well.  But I’m not here to talk about those inevitable events.  I’m talking about driver behavior when the traffic lights go out.  Do you know what to do when you approach an intersection with no lights?  Treat it as a four way stop maybe?  In most states that would be the case, but not in Maryland, you can drive through at full speed while everyone else has stopped.  That is because there is no law regarding what to do when the lights go out.  The irony in this is that our legislators have increased seat belt enforcement, red light cameras, and speed cameras all in the name of safety while denying that the money they haul in is not their purpose.  So why not have a law concerning malfunctioning traffic lights?  I suspect that it is because there is no money to be generated. Sorry to by cynical Annapolis, but something needs to be done about this before someone is killed.
