Update: Police Say Suspect in College Park Shooting on PCP

Update, July 6, 4:35 p.m.: Prince George's County Police say the man suspected in Thursday night's shooting in College Park has been charged with six crimes.

Andre McKoy, 21, of the 4700 block of Lakeland Road, was charged with:

• Attempted second degree murder of a police officer
• First degree assault
• Second degree assault
• Use of a firearm in commission of a felony
• Malicious destruction of property over $500
• Theft over $10,000

According to PGPD Spokeswoman Julie Parker, McKoy has now been upgraded to good condition at a local hospital. McKoy was on PCP according to his mother, who called 911, and police.

Original Post, July 6, 12:30 p.m.: The 21-year-old gunman from , who eluded officers six times before he was apprehended, was on PCP, according to Asst. Chief Kevin Davis with the Prince George's County Police Department.

Davis identified the gunman as Andre McKoy. McKoy's mother initially called 911 at 10:21 p.m. stating her son was high on PCP, acting irrationally and armed with a firearm, according to Davis.

When police arrived moments later on the 4700 block of Lakeland Road, near the main gate of University of Maryland, the suspect was leaving the home, using his mother as a shield with a gun to her back.

The mother, upon seeing a police officer, ran from McKoy who then engaged in a shootout with a Prince George's County police officer, police said.

McKoy then fled from the scene and ended up on a median along Route 1 where he was met by two other county police officers.

Officers used a taser gun on McKoy, but they reported it did not phase the suspect and he moved again, trying to flee north on Route 1. 

Police fired shots at McKoy again, believing he was still armed because they said he pulled an unknown object from his cargo pants.

He evaded arrest again and began to disrobe, pulling his pants down and police tasered him again and hit him with batons — none of which phased him, they said.  McKoy then attempted to steal a patrol car but was unsuccessful the first time because the keys were not in the ignition. However, he sucessfully stole the second police car he entered; the keys were in the ignition.

McKoy took off with the cruiser in reverse, before managing to turn the car around to drive north on Route 1. Police said he crashed into a brick barrier outside of the McDonald's at 8301 Baltimore Avenue, where police made an arrest.

Davis said the mother remained "cool, calm and collected" during the incident and it was because of her bravery that two children -- 10 and 13 years old — at home were not injured.

Davis also said that although eight to 10 police officers were involved in the incident, none of them was seriously injured.

PGPD spokeswoman Julie Parker said that McKoy would be charged with attempted first-degree murder, first-degree assault and handgun charges.

The weapon the suspect used was identified as a .40 caliber handgun, which police said he dropped after he left Lakeland Road.

Davis said police regularly deal with suspects on PCP, but that one side effect is super human strength, which made it more difficult for police to nab the suspect.

McKoy remains in the hospital for multiple gun shot wounds.
